Jacob serves as the agency’s chief economist, performance measurement specialist, and researcher. Jacob’s day-to-day work includes making sure that Chief Financial Officer Jimmy Patronis is up to speed on developments in the economies of Florida and the nation; analyzing complex economic data and turning into a compelling narrative; drafting speeches for CFO Patronis on a diverse set of topics; publishing Florida’s Bottom Line, a quarterly magazine on Florida’s economy; leading the agency’s performance measurement and reporting initiatives; coordinating the agency’s strategic planning; and leading a wonderful team of employees.

Jacob performed policy analysis on a wide variety of tax and bonding issues. He wrote bill analyses, drafted legislation and amendments, assisted members in understanding and drafting legislation, and made presentations before the committee. His areas of expertise included economic development incentives, insurance premiums tax, documentary stamp tax, gaming taxes, and alcoholic beverage and tobacco taxes.

Jacob led the Office’s regulatory reform initiative to eliminate regulations which placed a large burden on the industries regulated by the Office but which did little to protect Florida’s citizens. He assisted the Commissioner in revamping the Division of Finance to respond to changes in the mortgage market after the collapse of the industry. He also helped develop the Office’s Legislative Budget Request and represented the Office before the Legislature and Cabinet.

Jacob served as the Legislative Assistant to Representatives Tom Grady and Kathleen Passidomo. He assisted the Representatives in drafting, filing, tracking, and passing legislation. He also developed and implemented the Representatives’ communications strategies. And he helped constituents resolve problems with state government.

Analyzed polling data and organized focus groups for a variety of campaigns, including a Presidential campaign, a gubernatorial campaign, the appointment of a United States Senator, and a ballot measure in California.

Taught sixth, seventh, and eighth grade mathematics at an underserved middle school in the Mississippi Delta.
